Can anyone use a marine VHF radio?

To operate a marine VHF radio you must hold a valid operator certificate or be monitored by someone who does. The only exception is in a distress situation. All crew should know how to put out a distress call either by DSC or by voice. 

Do I need any other paperwork?

As well as the operator licence the vessel needs to be licensed. The ships licence’s comes with your vessel’s callsign and Maritime Mobile Service Identity (MMSI) number.
