RB86 Firmware and software update

Firmware Update Changelog:

1. Add BandWidth Menu: Middle (20Khz）/Narrow （12.5Khz).
2. Add the menu "CTC/DCS Split tones": Ctc Encode, ctc Decode,Dcs Encode, Dcs Decone;
2. Release extra 170 channels. Allow to program more GMRS channels including repeater channels. At the same time, allow to receive from VHF 136-174Mhz, and UHF 400-480Mhz.  

Software Update Changelog:

1. Update the default Bandwidth to Middle, expect 8-14 channels fixed to Narrow. 
2. Support 31-200 channels write to the radio. Allow to program more GMRS channels including repeater channels. At the same time, allow to receive from VHF 136-174Mhz, and UHF 400-480Mhz.
